Consideration of Scheduled Castes and Scheduled Tribes in Appointments:
When making appointments to services and posts related to the Union or State affairs, the claims of members of the Scheduled Castes (SCs) and Scheduled Tribes (STs) will be considered, as long as it does not compromise the efficiency of administration.
Exception: This does not prevent the provision of relaxations in qualifying marks for SCs and STs in exams or lowering the standards of evaluation. It also allows for reservation and special provisions for promotion to certain classes of services or posts for SCs and STs.
