If service cannot be effected despite reasonable efforts under section 62, section 63, or section 64, the serving officer shall affix one of the duplicates of the summons to a prominent part of the house or premises where the person summoned usually resides. After conducting any necessary inquiries, the Court may either declare the summons duly served or order re-service in a manner it deems appropriate.
