The police officer or any other person executing a warrant of arrest shall, subject to the provisions of Section 71 regarding security, bring the arrested person before the Court where the law requires them to be produced, without unnecessary delay.
Provided that the delay in bringing the person before the Court shall not exceed twenty-four hours, excluding the time required for travel from the place of arrest to the Magistrate's Court.
