A Court may, in any case where it is authorized by this Code to issue a summons for the appearance of any person, issue, after recording its reasons in writing, a warrant for the arrest of that person under the following circumstances:
Before the issuance of the summons, or after the summons has been issued but before the scheduled time for the person's appearance, if the Court has reason to believe that the person has absconded or will not comply with the summons.
If, at the specified time for appearance, the person fails to appear, and it is proven that the summons was properly served in time to allow the person to appear as required, with no reasonable excuse being provided for the failure to appear.
