"If, after reviewing the sworn statements of the complainant and witnesses, along with the findings of any inquiry or investigation conducted under Section 202, the Magistrate determines that there is insufficient ground to proceed, the complaint shall be dismissed. In such cases, the Magistrate must briefly record the reasons for dismissal."
