In any warrant-case instituted otherwise than on a police report, when the accused appears or is brought before the Magistrate, the Magistrate shall proceed to hear the prosecution and examine all evidence presented in its support.
Upon the prosecution's request, the Magistrate may issue a summons requiring any witness to appear and testify or to produce any relevant document or material.
