"In any proceeding under this Code where a commission is issued, the parties may submit written interrogatories that the Court or Magistrate deems relevant. The Magistrate, Court, or officer executing the commission may examine the witness based on these interrogatories. Any party may appear before the Magistrate, Court, or officer—either in person (if not in custody) or through a pleader—to examine, cross-examine, or re-examine the witness as applicable."
