"The provisions of Section 286, along with the relevant portions of Sections 287 and 288 concerning the execution and return of a commission, shall apply to commissions issued by the Courts, Judges, or Magistrates specified below, just as they apply to commissions issued under Section 284.
(1) The Courts, Judges, and Magistrates referred to in this section include:
(a) Any Court, Judge, or Magistrate exercising jurisdiction in an area within India where this Code does not extend, as may be specified by the Central Government through notification.
(b) Any Court, Judge, or Magistrate exercising jurisdiction in a country or place outside India, as specified by the Central Government through notification, and having the legal authority to issue commissions for the examination of witnesses in criminal matters under the laws of that country or place."
