"Any document purporting to be a report, signed by a Government scientific expert to whom this section applies, regarding any matter or thing duly submitted to them for examination or analysis in the course of any proceeding under this Code, may be used as evidence in any inquiry, trial, or other proceeding under this Code.
The Court may, if it deems necessary, summon and examine any such expert regarding the subject matter of the report.
If any such expert is summoned by the Court but is unable to attend personally, they may, unless the Court has specifically directed them to appear in person, delegate any responsible officer working with them to attend the Court, provided that the officer is familiar with the facts of the case and can testify satisfactorily on their behalf.
